We are simply trying to bring attention to shine a spotlight on what the Illinois legislature is trying to do here.

While this is a complicated issue, experience shows that stiff fines and punitive damages are often the only thing that will bring about drastic change in the way nursing homes treat their patients.

We agree with Wendy Meltzer that the idea of refunding moneys paid by nursing homes that have been cited for abuse or neglect in “the rape or death of a resident is ‘morally repugnant.’”

Dan Kotowski: are you out of mind? You would be rewarding bad behavior. These nursing homes don't need their fines returned, they need harsher ones, so that they will eliminate the need to be fined.
