		<description>We are simply trying to bring attention to shine a spotlight on what the Illinois legislature is trying to do here. &lt;br&gt;&lt;br&gt;While this is a complicated issue, experience shows that stiff fines and punitive damages are often the only thing that will bring about drastic change in the way nursing homes treat their patients.&lt;br&gt;&lt;br&gt;We agree with Wendy Meltzer that the idea of refunding moneys paid by nursing homes that have been cited for abuse or neglect  in “the rape or death  of a resident is ‘morally repugnant.’”</description>
